What you are referring to is known as a lally column. In most residences it will be a 4" diameter pipe filled with concrete. You purchase it complete and sized but you might paint the outside.

The term "lally columb" properly referres to a concrete filled pipe to support beams but the term has been misused over the years to include other types of beam supports including: non concrete filled pipes, jack posts and even masonry columns.

The area where you live might specify what is required in residential construction. This is to cover the "standard" load. In some areas the concrete filled pipe may not be required. If your situation is unusual then you will need an engineer to specify the columb required after calculating the load that will be placed upon it.
