the wheel on my alternator wont rotate, is it broken? I cant rotate it with my hand.?

I just got my alternator belt replaced and then i just started my car the other day. The car started smoking and the belt melted and snapped. Now i tried replacing the belt again, the alternator wheel doesnt even rotate, isn't it suppose to rotate?

You're going to keep burning up the belts until you replace the alternator.
